Legal Question in Landlord & Tenant Law in New York

Can a Landlord impose stipulations not in a lease?

My boyfriends landlord is trying to now regulate things that were not established in the lease such as forcing him to buy renters insurance and not allowing me to park my car in his driveway, is this legal?

I would have to see the lease, but my guess is that he cannot force your boyfriend to buy renter's insurance during the term of the lease, if it was not established in the lease prior to its start date, however he can make it a condition of renewal. That being said, and I know you did not ask -- it is a good idea for a renter to have rental insurance, andi t's a cheap policy too.

As for the driveway, this is not as clear, it depends upon the tenant's rights to the property, usually a lease only covers the living area, not a separate driveway, if this is so, the landlord may have a case about your use of it. This is questionable.
