Legal Question in Landlord & Tenant Law in New York

Landlord Issues

Hi, I live in a rent stabilized apartment. The Landlord receives federal funds to maintain the properties. However, we receive no repairs, no property maintenance and the super is improperly storing the trash in a non-ventilated basement of the building. There's a serious mold/mildew condition in the building and excessive flies and vermin. I want to sue because this situation has been going on for years and I have filed many complaints with HPD and DHCR and nothing has been done. I even contacted the public advocates offer and still no results. This situation is stressing me out and rumor has it by previous employees that mangaement are keeping the federal funds for their own personal usage. Any suggestions?
