Can a landlord ask for 12 months rent and two months security up front for an apt in Manhattan?

If the apartment is not subject to rent control laws, the answer is yes. However, it is unusual. You may want to check out if the landlord owns the apartment and whether money is owed to a bank. Furthermore, you may want to have the rent held in escrow so the landlord does not take the money and run.
