Legal Question in Landlord & Tenant Law in New York

can landlord rent your apartment while you are still there without any legal proceeding in ny state. The only thing to be sent is a 3 day notice to pay or quit. This notice was not from a court or even signed by anyone other than the landlord. She did leave me a message saying she needed to know when I was moving out because she had already rent the place. As far a I am aware this is illigal. I was behind in some rent do to multiple issues but have been paying anywhere from 100 to 300 a week to get caught up, by the end of the month I will be caught up in full. Does the LL have the power to do this?
