Landlord does not stop noise from below my apartment

I have very bad problem which is somone bonging my floor every night from 11pm to 4 am. i can not sleep.I called police officer did not work out .NYC just looking for reparing case. I wonder when i hold the rent ,after that how it effect to my life .For example ,it will be affect to my credi car in the future?

You must cntact your landlord in writing (return receipt requested)informing them of the problem before you withold the rent.

If they do not do anything about the problem THEY may be in breach of lease.

You cannot just withhold rent but must deposit it with the court.
