Legal Question in Landlord & Tenant Law in New York

I was advised by an attorney that w/frozen water that with contructive eviction and asked the utilites company not to charge me(because I am on the third floor) that and bein 9 days late w/the rent. Can the landlord enter my apartment and put my things in storage. Any help u can give me would be much appreciated.

Also can they with hold part of my security.
