Can the landlord do such things?

I live in an apartment building and in the winter, at night times, after 8PM or 9PM, no hot water comes to my apartment, nor does my down-stairs neighbor. The landlord always says that it is because of the demand of hot water that not all of it can be delivered throughout some apartments. Also, the landlord has set up a kind of device where it controls the heat around the building, where the heat will only be on every other 30 minutes. Is the landlord responsible for the heated water of all apartments? Does the landlord have to right to control the heating in such way?

If your landlord is interfering with your utilities you might want to consult a lawyer in your area to determine your rights, particularly if your landlord's actions are interfering with your use and enjoyment of your apartment.
