My landlord verbally refused rental payment and told me to vacate. Is this a legal eviction notice?

Absolutely not. A written Notice is usually required in New York State. NYS law is very specific as to the exact wording required in these Notices and the manner in which they must be served upon the tenant. Alot also depends on your lease situation.
