I've been living in the same apartment for four years - without a
lease. Ownership of the apartment has recently changed from
one brother to another. The new landlord insists on DOUBLING
the rent. Is this legal?

Sorry...But yes. It doesn't make sense in this economy except if you had that good a deal for the past years.
