Legal Question in Landlord & Tenant Law in New York

I am living in an apartment complex. Yesterday, 9-16-2009, a gas leak was discovered in my apartment. Upon inspection of the basement, the gas company deemed it to be very severe, and shut off the gas to the entire building. Now, I have no hot water, nor gas for my stove. There now is also construction in the basement right underneath my apartment.

Basically, I can't shower, I can't cook food, and I have to deal with loud construction noise constantly. What course of action can I take against my landlord?
