Negligent Landlords

My apartment flooded on August 3, 2006. Only one tenant in our Duplex had anytype of contact information for the landlords because they live in California and were in New York (all they gave her was an email address). We were not able to reside in the home, we were housed by Red Cross for 5 days. It is going on almost a month an we still can not live there because of the mold that has grown on the walls and carpet. The Department of Health has completed and inspection and informed me of what needs to be done to the home. I also had furniture that was damaged by the water. I do not know what to do, I just received the address for my landlord and that is a P.O. Box I will write him to notify him of my damages. What I need to know is legally can I sue him for my propery damage and my security deposit? Also, do I have to go all teh way to California to sue him?
