nosy neighbor

first i live in apartment house ,i also live in a section 8 hud approve apartment.i have a neighbor who is nosy into everybody bussiness.example my neighbor check every wensday trash night to see if every one who lived in my building garbage was in a clear bag.if i and my other neighbors was having overnight guest .i haved not had any friend over because she accussed theme of being drug dealers or some sort of criminal no only me but my other neighbor too.in the summer she being sitting in a chair on the front porch untill 9;00 to see who come late who brining guest home.recycle night she check if everyione recycling bags if theye clean there recycabl cans,plastic if not she threated to call the health dept.in the past people has moved out becaused of her.i even complaind to my landlord about this lady who seem to harass my other neighbor about there bussiness and all my landlord said to me and her other tennent ignore her.what can i do about this my landlord does not get it .i could moved out but in my area there not many h.u.d approved apartment.i live in amsterdam ny.thank you for reply
