Legal Question in Landlord & Tenant Law in New York
I own a co op and have a co op above me. The owners are elderly and the daughter is running it like a hospice with constant walking heavy feet from morning till nite and in the wee hours. I have no use of my bedroom, the board is not an option as they say they are elderly.

Most coops have a house rule that requires carpeting or other sound-deadening floor covering on 80% of the apartment. If the tenant refuses and the board won't enforce the rule, you can sue to make them do so....if you have such a house rule. If not then you'll need to speak to the other tenants in the coop. How you deal if the house refuses would be a bridge to be crossed if you get there.
Obviously this could be long drawn and expensive. Maybe cheaper to wait for these evidently ill tenants to go to their rewards.
