Legal Question in Landlord & Tenant Law in New York

Can i pursue a tenant who left oweing rent and utilities by mail to whatever addresses I think he can be at. For instance, bars, mothers, cousins, friends. Also would a picture of him be legal to put on this letter and sent to all the businesses he frequents. the house he rented was in NC but I live in NY and so did he from April until last week. He is now on the move to Maryland and back to NC.
