Refund of security deposit

My daughter recently moved out of her rental apartment and her landlord is refusing to return her security deposit.

What legal reasons would a landlord have for not returning her deposit. The deposit was $1200.00 dollars. She did not have a written lease with him.

Damage to the apartment, there is rent that is owed, or oyur daughter failed to give adequate notice (1 month) that she was leaving the apartment.

The ONLY reasons are that the apt was damaged, or not left in same cond. as it was when she took possession (except for normal wear and tear) or he was owed rent. Ex. If the carpets are now stained, a cleaning service was needed, holes in walls, etc. She should take him to small claims court.
