how much of an increase can a landlord add to your rent.

In NY a residential lease is generally deemed a contract. Unless your apartment is subject to regulation there is generally no limit to the rent increase a landlord can request (all else being equal). Your remedy is to negotiate or vacate. If you think the increase is due to discrimination you can complain to various agencies where the apartment is located.
