rent withholding
i live in an apartment in manhattan and have had several problems - central air units not working properly, discolored water, no hot water, etc. they sent maintenance to come fix it many times and they keep claiming that everythings normal and then after several visits, they supposedly fixed the issue. all of the problems are fixed except the water issues - no hot water sometimes or only hot water. i was told verbally several months ago that i have a choice 0 can be moved into a different apartment, different building, or would receive a pro rate on my rent. i chose the pro-rate but it hasnt been shown in the bill. the management company continues to ignore my calls/emails and will only respond in regards to paying the rent. how do i go about withholding rent until the pro-rate is shown and the water problems are fixed?
