Legal Question in Landlord & Tenant Law in New York

Senior Citizens targeted by crazy landlord
M mother is legally blind and 76 yrs old. My father is on kidey dialysis and he is 77 yrs. old. They have lived in the same apartment for 34 yrs. The building was recently sold and the landlord is trying to get the out. One thing he has done is state that they are using too much water and shuts off the hot water whwn they are bathing. They and the other tenant in the building are too scared to report it. Could I file a complaint against the landlord? I have very concerned that my parent may be scorched, if the crazy landlord decides to turn of the cold water instead, or that they may fall in the bathtub trying to get out of the stream of water and hurt themself severely. What, if any, are my optiions?
