Squatting laws

Do dogs have squatting laws? My sister has a dog in a no pets allowed building. She and the dog have been living there for about 9 months. No one has said anything in fact they love the dog. On top of that the lease is not in her name it's in her father in-laws. She was also in the military and went to war so I think she depends on the dog for comfort and happiness.

In NYC a landlord has 90 days to move on a dog that is being held by an owner openly. If the landlord does not move a no-dogs provision in a lease is deemed to be waived.
