Legal Question in Landlord & Tenant Law in New York

Stipulation of Settlement not honored.

My landlord and I signed a Stipulation of Settlement on 10/30/07. We get to remain in our apartment until Dec 31 without paying rent due to the conditions of the apartment. He agreed to have a licensed contractor make repairs to the ceilings and leaking oil tank on Nov 2,5,6 and 7. As of today the repairs have not been completed. The conditions have become worse, and our TV, mattress and laptop computer have been ruined due to the heavy water damage from the hole in our ceiling. The Leaking oil tank also needs to be replaced. These repairs have been deemed Hazardous by the HPD as well as the Fire Department and an independant building inspector that we hired. The HPD suggested if the Landlord has not begun the repairs to notify them. We have a little more than a month left in the apartment, and I would like to be compensated for the damaged property and the repairs to fixed as promised. What are my options? Should I send a demand letter for the repairs to be done, and for the monies to replace the damaged items? I feel like there should be some penalty for the breach of the Stipulation of Settlement.
