Sublease fee

I am in the process of subletting my apartment and have been told by the management company that runs my building that I have to pay a sublease fee every month equivalent to 10% of my current rent. They said this fee changes from year to year, and some years it doesn't even exist. My question is, am I leagally able to pass this fee onto the rent I charge my subtenants?

In New York City, on a rent stabalized apartment you can charge an approved sub-tenant up to 10% in excess of the legal rent. In other words if the rent your paying is the legal amount and it is $1000 per month, you can charge a sub-tenant $1100 per month but not a penny more.
