sub-leasing
the person i'm renting from ownes the apartment and i pay $1,000 per month and he don't want to give me a lease after 3 months of renting.

He is not required to give you a lease.
You are considered a month to month Tenant and can be evicted after receiving 30 days notice. You can also vacate under the same terms.
