Legal Question in Landlord & Tenant Law in New York

Tenant never pays rent on time or all of it. Does not read the lease and what she has signed. we would like them to leave. what is the first procedure.

Generally you need to start with having a proper 5 Day Notice for Rent Demand served on the Tenant.
