Legal Question in Landlord & Tenant Law in New York

I am a tenant is a residential home. My landlord has failed to pay the gas bill in which the marshal had come to remove the gas meter in result we have no hot water. Gas/water are included in my lease w my rent. What are the proper procedures I may take?

It is a breach of the warranty of habitability and may be a constructive eviction.

I would stop paying rent and make written demand on the landlord for hot water. If you receive no satisfaction from the landlord, I would move.
