I want to get out of my lease with my current landlord. She owes the city 27,000 in back water bills and my water was shut off starting today,could this be a loop hole to get out of the lease?

Generally, a land lord must keep up their obligations ot a tenant. In such a case as where there is no running water, this may constitute what is called constructive eviction. Constructive eviction is when a necessary utility or service is not provided, and as a result technically, atleast on some level, evicts you from using a certain portion of your home.

Under law, you would be entitled to pay a smaller portion of rent, or even none at all. This would potentially be a great bargaining chip for you to be allowed to break your lease.
