Legal Question in Landlord & Tenant Law in New York
I am wondering if i have rights as a tenant to with hold rent from my landlord because of property issues that he sill refuses to take care of.

Your question is too vague concerning "property issues." Generally, you may withhold rent if the landlord breached his warranty of habitability. Examples include no heat or hot water, rodent and insect infestation, etc.
