I think my female friend was used by her boyfriend to get a loan

A friend took out a loan of $15,000 to help out her boyfriends business. Within a year, he now is being extremely rude, says he has a new girlfriend and doesn't want her calling him. She has paperwork showing the money went to his account in Texas. Is there any way she can get the money from him legally?
