What is a impartial judge?
If a judge removes himself from a case due to his own acknowledgement of not being able to be impartial,does he have the RIGHT or Authority, to step back into the case he removed hiself from, and sit in judgement of later court actions on same person he stated he could not render a impartil decision on?????
