Is there legal recourse for ''verbal'' and intolerable work environments?

I would like to know if there is some legal protection in the the state of New York for verbal harassment within the workplace environment and misrepresentation of employment causing another co-worker to feel humilitated and subjected to a ''unwanted and hostile'' working environment? Brief summary: I was hired under the synopisis of performing certian job functions and requirements with ''some'' administrative duites and to this date, have only peformed about 5% of that function. I also would like to know if there is any recourse for one co-worker to have protection from another co-worker for misrepresentation of facts to demote, humiliate and lead to disciplinary action which is uncalled for and one sided?

The Equal Employment Opportunity Commission investigates complaints of 'hostile work environment.' They are in the federal government blue pages of the phonebook.
