If someone took photos of minor children at a local ice show and posted them on his website without permission can he be told either by the skating club or the parents of the skaters to remove them.

It depends on how they were used and if it were for profit. It also probably depends on if the site was a public or private one and if there were rules on the photographing of the event.
Things we do in public have no expectation of privacy. Hence the reason why paparazzi can take any picture they want on the street. The same picture taken through a telegraphic lense inside someone's home is not legally used.
Was this an event the skate club sponsored? Was it held at a public rink, or pond?
