Legal Question in Medical Malpractice in New York

I have a 14 year old daughter that has a mental history. She has been on meds for quite some time. At the end of April, shhe ran away for a week and was involved in human sex trafficking. When she returned home detectives took her to the precinct where she destroyed the interrogation room. The detectives and I took her to Kings County Hospital and less than 24 hrs later they discharged her. I tried to explain to them that she hasn't been on meds for a week and she's not stable. Plus she'd just been through a traumatic experience. They responded by saying we don't care that is not our problem they threatened to call ACS which they did. She was placed in a residential center where she ran away from 2 days later. She found herself in a similar situation. This time she was urinated on beat and sexually assaulted by multiple guys. When she returned home for the 2nd time, after leaving the precinct I took her back to the hospital where once again they tried to discharge her again.
