I just received a bill from a dentist for 12 years ago am I responsible?

Probably not. The statute of limitations for breach of contract in New York is 6 years. The statute can be extended if you made partial payments over the years. If the dentist previously sued you and entered a judgement against you, that judgement would be valid for 20 years in New York.
