Legal Question in Military Law in New York

In 1995 I was put on the temporary retired list at a disability rating of 30%.I've been found unfit for duty,and placed on the permenant retired list.The U.S. Navy and the V.A. has now rated me at 20%.My question is can the U.S. Navy recant on their initial decesion?

You should "appeal" the latest decision. This is a paperwork war. You should prevail, but this will be time consuming. Good luck.
