Legal Question in Personal Injury in New York

My 85 year old grandmother was crossing the street with her home attendant when a car reversed down a one way street and hit her and the attendant. The attendant was able to get the car to stop before it plowed them both over. Luckily there were no serious injuries but my grandmother's blood pressure sky rocketed and she was taken to the hospital. The driver sped away and came back when the police arrived. All the officer did was write up an accident report. Shouldn't the driver have gotten at LEAST a ticket or something?

The short answer is "NO". Police officers generally will not issue tickets if they did not witness a motor vehicle accident themselves. It sounds to me like the police arrived after the event had already happened. In that case, they usually deem it to be a civil matter and will not write any tickets.
