car ownership

Purchased car in my name for someone, car is paid in full by second party-0 balance. Second party refuses to put car in their name, nor insurance, nor surrender plates.

It is important that you make the authorities at both the Department of Motor Vehicles and the police aware of this situation. Since the vehicle is officially listed as being owned by you should the other person be involved in an automobile accident you could be held responsible for any damages sustained by a third-party, and you would not be covered by insurance. Go to the local police precinct and they will report the plates as stolen, which will protect you. When you are done, go to the Department of Motor Vehicles and advise them of the situation, and they will note the situation in their records as well. This provide you with the necessary documented proof that you no longer own the vehicle.
