Legal Question in Personal Injury in New York

On July 12 of this year while driving a rented moving van, I got into a minor accident that caused superficial scratches to the rear quarter panel of another vechicle. On October 1, I recieved a bill from Credit Collection Services Commercial for $3524.52. From the pictures taken after the accident, I do not believe that the cost for the damage should be that much. How can I rectify this situation?
