i'm a landlord. my tenant's dog bit someone.
can i be held liable.

First, there must be some link to your property for you to be held liable.
Who did the dog bite? Another tenant? someone on the Premises you own?
Second, owners of dogs may be held liable only when they knew or had reason to know of the pet's vicious propensities. If the dog has never exhibited violent behavior before, and the so-called "victim" was taunting it, that may be a valid defense.
If the dog bit somebody on your property, this same analysis may apply to you, as owner, but you should consult with an attorney to review all facts to get complete and accurate advice.

Yes you could be held liable. The main issue would be whether you were on notice of any possible "vicious propensities" of the dog. Other issues that come into play would be whether this pet was allowed to be kept in the premises and whether you had notice of it, along with the circumstances surrounding this incident.
