Legal Question in Personal Injury in New York

Is there any law governing Blog Sites from using your computers IP Address to locate you, and then willingly and knowingly giving it out to a Third party knowing this persons primary purpose for this information is to cause bodily harm to that individual? And if Its Illegal which I'm sure it is, is there a term for it... For example: if someone plans something before it ever happens and you can prove it I believe its called Pre-meditated assault?
