I am getting money when I turn 18, and its in a CD does my mother need to release it for me or can I do it?

You need to review the terms of the CD, and the instrument that placed the funds in the CD.

Are the funds from a settlement? If it is, it was probably put into an escrow account with your guardian. When yopu turn 18 you can go to the bank, present your I'd and do whatever you wish with it.
