Legal Question in Personal Injury in New York

Neighbor Harassment
My neighbor keeps harassing me and my family. We live in a farming community. We have a quarry where we sell shale. She called the DEM and said we were strip mining. They came with state police and told us that they had to investigate but that we were not violating the law. So then she called the trucker and threatened him and said she would call the state police and complain that he was endangering her children - his trucks don't even pass her house. So he won't come and get shale anymore and we've lost income. Now she's filed a complaint about us harboring loud dogs. our dogs live in our house and go out to pee ina kennel twice a day. Sure they bark when they first go out but they are only out for 10 minutes - usually at 7am and 5pm. What can we do to stop this woman from picking on us? Oh...and her dogs go after our chickens and we have to chase them. we have to drive to our other neighbors house because if we walk her dogs come after us - they are not leashed or fenced. We are afraid to do anything on our own property because of this woman. And we can't even let our dogs out to pee??
