if you find that the porperty is owed by the city of new york and you had accident (personal imjury) and you work for the city of new york can you sue?

Yes, unless you were in the course of your employment with the City when the accident happens. Certain City employees (such as police officers and teachers, for example) can sue the City even if they are injured on the job. We do both workers' compensation and negligence so please feel free to contact me to discuss your case. There is a requirement to file a Notice of Claim against the City within 90 days of the accident or to make a motion for permission to file a late Notice of Claim if you are beyond the 90 days. The motion would have to be made within the year and 90 day statute of limitations.
