In the state of NY, is there a law that states how long it should take for an automobile accident to be filed by a Sheriff's department? Is it right for an accident report to not have been filed within 3 weeks of an accident?

An automobile accident has a 3 year statute of limitations (time to file a claim for personal injuries). A police report is a different matter all together.
