Can I still sue my landlord if I owe rent? The bathroom ceiling caved in on me and I slipped and fell injuring my back, shoulders, and neck.

Yes! Your non-payment does not interfere with a claim for personal injuries sustained through his negligence. Call the ambulance if you were hurt so that you at least have an accident report from them. Take pictures of the ceiling and debris that fell. And call an attorney! There is no connection between your personal injury and your obligation to pay rent, unless you have reached an agreement to that effect with your landlord or a legal offset of rent has been judicially determined by a court of competent jurisdiction.
Your landlord has a homeowner's insurance policy to cover these types of injuries. Therefore, you can file a claim with the landlord (who is obligated to report it to his insurance company). This will likely result in an insurance investigator contacting you about the nature of your injuries. Without an attorney, they probably won't offer you fair value for your injuries, especially if you have an injury of a permanent nature.
