Town of Islip: Sidewalk maintenance

Did the Town of Islip adopt the NY town ordinance section 130 (4), which requires an abutting owner to maintain an abutting sidewalk? Ans if so will the abutting owner be laible for pedestrians injured on a defected sidewalk?
