Legal Question in Personal Injury in New York

willowbrookState school Staten Island NY, 1971, 1972 I had 2 brothers die there from dirty needle hepititas. This state school was ultimately closed for atrocities against handicap people . It was televised and a huge scandal. I recently found out what my brothers dies from. Do I have a case or has too much time passed
