Unless there are occupany restrictions either by the municipality or the condo association, the owner of the condo can move as many people has he wants into the unit. However, there are probably restrictions. For example, the bylaws probably have a limit to the number of people allowed by unit (studio, 1-b/r, etc.) and the municipality may have a restriction regarding occupancy per their health and safety ordinaces.
