Legal Question in Real Estate Law in New York

I applied for a home loan modifition though my bank ( citimortgage ) It's been almost a year since then they put me in collections and have been giving me the run around with no end in sight.

I filed a complaint with the OCC this week. It seems like a scam. Please help
