What can go on a balcony in a high rise building?
I live in Manhattan, New York, in a building with approximately 44 floors.
I have a few questions regarding the rules and regulations governing having
a barbeque on the balcony and having satellite dish. My sense is that both
are prohibited, but could someone confirm this. Also, are these government
regulations or are these building rules? Are electric grills permitted on
the balcony? Can a building install a satellite dish on the roof and
provide satellite TV for those residents who want it?

All of the rules you refer to are likely part of your coop, or condo by-laws and/or rules. You should obtain a copy if you have not already done so.
I am not aware of any law that would prohibit the activities that you describe. Although there could be some local fire regulations relative to grilling on the balcony.
Many satellite tv providers can install a system that will be accessible by all occupants. However, such a system would have to be approved by your building's board.
