How close can a neighbor build

My neighbor is building a fence and possibly other improvements (hedge, etc.) and it seems to be close to the edge of my property. I need to be able to have some room left on that side as my house is built close to the edge of the property and if I need to do some repair on my house I may need room for a ladder, etc. How close to my house can they build? What can I do if it seems to be too close?

A fence can usually go onto the property line.

A 'structure" will need a set back determined by law unless you local board has given a variance. The amount of the set back varies with the community. Check you local town/village on in NYC, your local community planning board for starters.
