Can I create a binding contract where a co-signer of a mortgage has to refinance within two years of obtaining their loan?

This is not such a good idea and it may not be enforceable in a practical sense unless you are holding the mortgage.

The basic answer is yes. However, if after 2 years the person does not want to refinance, how are you going to enforce the contract?
